Ans:

The obligor may apply for installment payments in person or by delegating consignee to do that. Consignee should present the power of attorney (the POA format may be acquired from Administrative Enforcement Branch's website), both consignor and consignee's ID cards, and pay off the first interval payment IN CASH at Administrative Enforcement Branch.
